As I have said... Rodimus Void had bound Scourge's spark to himself. It allowed him to more easily influence his thoughts, and more easily frighten him into doing his will. A bond is generally permanent until the one who has created it has died. There is a way to metaphysically break that bond. Cyclonus came here several hours ago, and was adamant that I help Scourge to break it. Scourge agreed, and so I did. It was not something I wanted to do; it caused him much pain, and it will yet, until the spark heals; but he is now truly free of Void's influence.
